There are five different forms of Flabébé in Pokémon Legends: Z-A, and you’ll need all five to finish the side mission “The Many Flowers of Flabébé.”
The Pokédex lists Wild Zone 3 as Flabébé’s habitat, but you won’t find every form there. To nab one of each color — red, yellow, orange, blue, and white — you’ll be crisscrossing Lumiose, peeking into gardens, and climbing more than a few ladders. It’s a bit of a scavenger hunt.
To save time, here’s where to find each Flabébé color, plus a later-game spot that spawns several colors together.
Where to find the different Flabébé colors in Pokémon Legends: Z-A
Flabébé comes in red, yellow, orange, blue, and white. Each shade shows up in multiple places; the locations below are straightforward early-game picks. If one isn’t there when you arrive, refresh the area by running in and out or taking a quick rest on a nearby bench.
And if you’re hunting for an Eternal Flower Flabébé, it doesn’t exist. The special form is Eternal Flower Floette, which is awarded for clearing the Z-A Infinite Royale in post-game.
Red Flabébé location

The simplest place to spot red Flabébé is in Wild Zone 3. Near the middle of the area, look for patches of red flowers and some flammable thorns — several red Flabébé float around there.
Yellow Flabébé location

Head to Vert Street, northwest of Wild Zone 2. Fast travel to Nouveau Café if it’s unlocked (the Prism Tower stop is also close), then check the grass patch just northwest of Wild Zone 2. You’ll usually see two yellow Flabébé here, plus a red one.

If that spot’s empty, try the area just south of Wild Zone 6. As you walk south, you’ll pass red and yellow flower patches on both sides of the street; only one yellow Flabébé tends to appear in this stretch.
Orange Flabébé location

Check Bleu Street, southwest of Bleu Plaza. Fast travel to the Pokémon Center at Bleu Street and South Boulevard, then walk northeast. Along the left side you’ll see pairs of bushes; orange Flabébé likes to hover around or tuck itself between these bushes, so look closely.
Blue Flabébé location

Blue is the trickiest to spot. Go to Racine Construction, east of the Vert Pokémon Center. Slip behind the building and head up the stairs, cross the bridge to the east, then turn left to find a ladder on the side of a building.

Climb up and follow the rooftop path to the end; a blue Flabébé waits near the bushes.
White Flabébé location

Look beside the Florges statues on both the northern and southern sides of Vert Sector 3, just east of Wild Zone 2. White Flabébé commonly appears at these statues.
These aren’t the only places each color can spawn, but they’re reliable early-game checks.
Multiple Flabébé colors location
During Main Mission 19, a side mission called “We’ll Just Muscle Our Way Through!” becomes available near the Justice Dojo in Jaune Sector 6. Completing it repairs a holovator that takes you to a rooftop garden where multiple Flabébé colors gather.

Ride the holovator up and follow the path to a Florges statue surrounded by several Flabébé. Orange, white, and blue were seen consistently here, along with a red Floette. Red or yellow Flabébé may appear too, but even three colors in one spot makes this an easy sweep for the side mission.
Update (Dec. 24): Added extra context on Flabébé spawns and where each color tends to appear.
