The thief’s key is the tool that pops open those stubborn chests. You’ll find it inside a chest in Pilgrim’s Perdition: Hidden Room (Past), in the Alltrades Abbey region. Head to the building on the north side of the map, near the well.

The key’s chest sits behind the counter, right next to a silver map fragment. Try to nab either one and the clerk shuts you down, explaining both items are being held as a down payment for a rented room.
Keep pushing the story until you’ve freed Alltrades Abbey (Past) and defeated Cardinal Sin. Once that’s done, return to Pilgrim’s Perdition and step back into the same building. The clerk will be gone, leaving you free to grab the thief’s key — and don’t forget the map fragment while you’re there.

Good news: the thief’s key isn’t consumed on use. It’s an unlimited-use item, and interacting with any locked chest will auto-use it. Happy looting.
