General Strategy for Luxembourg in HOI4

Luxembourg has one of the most challenging starts in HOI4, with no divisions, limited factories, and low manpower. The key issue is building an army with such limited resources. The best way to address the manpower problem is by turning Communist, which grants you the Ideological Loyalty Spirit of the Army, providing 500 weekly manpower compared to the usual 6 manpower monthly.

There are two main strategies you can pursue as Luxembourg:

  1. Political Effort and Communist Revolutionary Advisor: Complete the Political Effort focus to gain political power and employ Guillaume d’Omalius, the Communist Revolutionary Political Advisor. Luxembourg cannot survive as a democratic country, so turning Communist is essential.
  2. Research and Construction: Prioritize research in engineering, industry, inter-war tanks, recon and maintenance companies, and anti-air and anti-tank artillery. Construction should focus on building a level 10 fort in Luxembourg.
