How to Increase Stability in HOI4

The most reliable way to increase Stability in HOI4 is through Decisions. Regardless of the country, there are three consistent methods you can rely on, without relying solely on the Focus Tree:

  • Improved Worker Conditions: This decision requires 100 Political Power but offers a 0.5% Stability increase per week for 180 days. Although it reduces factory output by 10% and increases consumer goods by 5%, the long-term Stability gain outweighs these temporary drawbacks. It’s worth using this decision as often as possible.
  • Raid Political Parties: HOI4 features four political parties: Democrats, Fascists, Communists, and Non-Aligned. Depending on your ruling party, you can conduct Anti-Opposition Raids against the other factions. Though this decision costs 50 PP and reduces Stability by 10%, it provides a 0.7% Stability increase per week for 120 days. Additionally, it decreases the power of the targeted party by 0.05. Despite this temporary Stability reduction, the overall Stability gain is worth the cost.
  • Increase Party Popularity: The popularity of your ruling party significantly impacts Stability in HOI4. When you go to war, there is a -20% Stability modifier, regardless of your Base Stability. However, your party’s popularity can counteract this modifier. Popularity ranges from 0% to 15%, with 100% popularity offering a 15% Stability boost. Raiding opposing parties can lower their popularity while increasing the ruling party’s popularity. Utilizing political advisors that increase party popularity is also recommended. These actions indirectly contribute to increasing Stability in HOI4.

In HOI4, there is a special political advisor called the Popular Figurehead who provides a consistent 15% Stability increase throughout the game.
