In total, there are 11 iconic consumable items in the Phantom Liberty DLC for Cyberpunk 2077. These one-off items can only be purchased once from each vendor and are exclusive to the DLC. Each consumable costs $12K eddies. There are three types of iconic consumables, and each additional item of the same type grants a bonus to that specific item.
Finding these iconic consumables is relatively easy, as they are sold by different vendors throughout the Phantom Liberty DLC. Only two of the consumables require you to progress through specific quests to unlock.

The first Dendritic Protoplasma Supplier can be found at the EBM Petrochem Station black market in Dogtown. Look for the Netrunner vendor Sammy and purchase the item. Head to the Stadium and look for the food vendor near the vehicle display at the black market. This vendor sells the first serving of Military-Grade Lactic Acid Recyclers, which permanently increases stamina regen rate by 2 percent.

To obtain the second dose of Acid Recyclers, you must complete the Gig “Waiting for Dodger.” Once completed, Bill will be working a new scapdog stand in Heywood district’s The Glen neighborhood. Look for a fast-travel terminal in The Glen and visit this location to purchase the consumable. It permanently increases stamina regen rate by 3 percent.

Go to the Heavy Hearts club located within the giant pyramid and speak to the bartender. This iconic consumable will permanently increase your stamina regen rate by 4 percent.

Visit Laura’s junk shop near Longshore Stacks fast-travel terminal. Head inside the shop and purchase the Acid Recyclers, which increase stamina regen rate by 5 percent when consumed.

For the final Lactic Acid Recycler, initiate the “Heaviest of Hearts” gig from Mr. Hands. Complete the “Firestarter” quest for Mr. Hands to unlock the vendor who sells this consumable. Speak to Michael and then go to the Heavy Hearts club. Talk to the bartender and she will direct you to Jack, who is located in the bathroom to the right of the bar. Jack sells the final Military-Grade Lactic Acid Recycler, which permanently increases stamina regen rate by 7 percent.

This consumable is missable and can only be obtained during the “Killing Moon” quest. Head to the medpoint vendor at NCX Airport. If you miss this item during the quest, you won’t be able to retrieve it later, as the airport is closed off after the quest.
